The new «Local Map» of Navarra resulting from the reform approvedin February 2019 is a part of a historical process characterized by the struggle forcontrol of the local administration of Navarra (both from foreign and Navarreseinstitutions), and studded with failed attempts to overcome the problems of efficiency derived from the endemic smallholding in this local government area and from thedisorderly proliferation of supra-municipal entities.In contrast to previous approaches to local reform which opted for the suppressionor reduction to impotence of certain types of local entities whose efficiency wasquestioned globally (especially little councils, municipalities with a small population,councils), this reform protected by a reaffirmed historical competence, opts to maintain the decision-making power of local communities through a novel legal concept that allows smaller local entities to use the resources of others municipalities, «comarcas») better equipped to handle administrative procedures.
