The article is devoted to the consideration of the problem of the tourist firms functioning in special conditions, which are characterized by increased risk of statutory-legal regulation of the viability of a particular region or country as a whole, the imposition of a state of emergency or martial law, the emergence of tourist extremism signs. The Ukrainian-Russian conflict, which has all the signs of a geopolitical conflict, makes Ukraine's travel agencies ready to work in a state of emergency and a martial law (introduced in Ukraine on the initiative of the President of Ukraine and endorsed by the Verkhovna Rada of Ukraine). In connection with this, there is a need for an understanding of the "course of conduct" in such conditions to travel agencies, as well as tour operators and travel agents. Psychologically, their activities can become a catalyst for the ongoing processes. Activities of travel agencies – a mirror image of the life of the country, region, mood in the society. The mood of ordinary citizens depends from their confident or panic style of tourist services sales. At the same time, it is the tourist firms that are in the first place to warn their clients about the possible risks in the case of emergency. Ukrainian tour operators have gained some experience in similar practices regarding periodically unstable situation in Egypt, Turkey, Thailand. This article attempts to emphasize their activity in the face of force majeure circumstances directly in Ukraine itself.
