Abstract Establishment of Nadir Shah's rule and the relative security in the country caused urbanites who for disturb had fled to remote villages and mountainous areas returned to their cities. The present research, thus aimed to respond to this question that What was Urban development -financial relations of Nadir Shah Afshar with urbanites? To answer this question this study was performed that the relations of the Afshar ruler with the urbanites had two completely different procedures. Nadir in his attempt to achieve legitimacy and absolute power followed the Safavid kings court tradition on Urban development and tax exemption and the construction of permanent and temporary cities according to political-military needs. During the monarchy, the loyalty of many members of the urban classes to the Safavid dynasty and the Afshar ruler's Emphasis on War camp supplies led to double taxes, torture, and reprimands of the urbanites and even prominent members of the military bureaucracy. The mentioned process, while announcing the disgust and rebellion of the residents and rulers of the cities, caused the weakening of the foundations of the authority and legitimacy of the Afshariya government and finally, the death of the ruler of Afshar. The present study uses the method of historical research and the method of collecting library data from historical sources after describing and classifying the various aspects of Nadir Shah Afshar's relations with urbanites to analyze and interpret these features and its various effects.
