OS PROGRAMAS DE TRANSFERÊNCIA DE RENDA E A POBREZA NO BRASIL: superação ou regulação?
Abstract
A reflexion about poverty and its patterns to face it in Brazil. Emphasis is given to the Transfer Income Programs, considered as the main strategy of Social Policy in the context of the Brazilian Social Protection System nowadays. Poverty is seen as multidimensional phenomenon. lt is bing assumed that there has never been adopted a global strategy of articulation between the Economical the Policy and Social Policy to face poverty in the country. The Social Policy is considered as a marginal matter, assistencial or even just a compensatory action. It also pointed out potentialities and limits of the Income Transfer Programs to face poverty. In this debate, the presupposition is that poverty in Brazil is structural and it has as it main cause the high income concentration and that just an articulation between the Social Policy and the Economical Policy would be able to change the social situation of the Brazilian population.
