EU – Vietnam: cooperation in crisis management
Abstract
The Author analyses basic political and technical provisions of the EU – Vietnam Participation Agreement in the sphere of the EU crisis management operations. The EU proceeds from the assumption that the abovementioned agreement lays down the legal basis for participation of Vietnam in the EU crisis management civil and military operations and testifies of cooperation of two sides in joint settlement of modern challenges to the security and stability on global and regional levels. It is noted that the EU – Vietnam partnership in the sphere of security and preventive diplomacy in the Southeast Asia represents a new dimension of the EU strategy due to the fact that the emphasis is made on activization of the role of the EU as a global and regional mediator in preventing and settlement of potential crisis situations in the Southeast Asia with direct participation of the countries of the region. The author provides a political background which could explain a correlation of interests of the EU and Vietnam in concluding the agreement.
