The author divides the European countries into two groups, according to the efficiency of their respective legal-procedural system. First, that of the States whose relative system is inefficient, which he calls "Mediterranean" because most of those countries are situated on the shores of the Mediterranean Sea. Second, that of the countries whose systems are efficient. He then seeks to identify the causes for inefficiency and proposes solutions to this problem.
