Identifying Critical Success Factors for Establishment of Electronic City

Development of information technology (IT) and the popularity of its use through electronic integrated systems in form of electronic cities (E-cities) is an undeniable opportunity. In order to implement E-city projects, key and critical areas should correctly be identified; because any failure in identifying these areas can be an obstacle to establish E-city. Key areas can be described as a set of critical success factors which will lead to satisfactory results. The aim of present study was to identify and rank critical success factors for establishment of electronic city. To do so, hypotheses derived from research theoretical framework were analyzed by T-student test, one-way within-subjects ANOVA test, and TOPSIS multi-criteria ranking technique, based on data which were obtained from IT professionals across the country. Results indicated that the five dimensions of E-organization, E-government, E-life, IT infrastructure, and context (content) factors are essential and critical in successful establishment of E-cities; and there was no significant difference in the extent of their role. But sequential order in components of these dimensions was important. Human resource, role of Senior Director, financial factors, structural factors, and organizational networks in E-organization dimension; e-citizen, connecting to the Internet, and development of e-commerce in E-life dimension; e-leadership, and e-services in E-government dimension are effective in successful establishment of E-city, respectively.
