Stefan Stosyk contribution to the process of expediting the Polish administration

The problem of making the Polish administration more efficient has got a long and rich history. The process occurred mainly periodically, in connection with specific collegial bodies created to design reforms. Commissions, entrusted with a general task of expediting administration, were created since the beginnings of the mid-war period, as well as in first months after the World War II. Stefan Stosyk is a person, who connects these two periods in the history of Polish records management. His active participation in the long-standing process of expediting administration can be divided into three main spheres: work in commissions, education, and publishing. The main aim of the article is to describe these activities of Stosyk that could have a positive impact on effectiveness of Polish offices. The article consists of four parts. The first one describes activity of the Commission for Expediting Public Administration. As part of participating in works of this commission, in 1931 Stosyk engaged in preparation of bureaucracy reform, drafted an instruction for clerks, took part in creating regulations on records storage, and travelled internationally. The second part describes Stosyk’s engagement in works of commission for preparing office works instruction for ministries (1947). As one of main designers of new regulations, Stosyk significantly contributed to another attempt at implementing non-journal office system in central state offices. Two latter parts are devoted to presentation of Stosyk’s activity in education and publishing.
