The Indian government newly launched smart cities policy is creating a lot of enthusiasm, with the expectation that these projects can suppress decades of urban neglect, infrastructure and urban management deficits and urban actors divisions. Competition between cities, important funding, complementary policies and international stakeholders’ interest seem to enable innovative projects, in particular in the field of infrastructure, e-governance and citizens participation to their city rehabilitation, but the conditions of local democracy and decentralisaton are still to be strengthened.
