Using Poland’s experience to determine the particularities of public administration reform at the district and regional levels

The analysis is made upon the structure and functional features of the system of government at district and regional levels in Ukraine, their weak elements are exposed and fundamental need for reform is proved. The features of interaction of state and local governments at the district and regional levels in Ukraine are determined in the context of improving the governance in general. The process of reforming public administration at the regional level in Poland is analyzed in the context of its elements using in Ukraine, in particular: the regularities and the need to reform the basic stages of the administrative and territorial organization of powers; the distribution of powers between the state authorities and local government at each level of administrative and territorial division is explore. It was established that the basis of administrative-territorial reform in Poland became the principle of decentralization of public administration. The main principles of the reform of public administration in Poland - is decentralization and subsidiary. Outlined and characteristic features of the Polish model of public governance are defined. It is proved that the reform process has provided a creation of an effective system of public governance at regional level in Poland and the possibilities of adapting individual elements of this experience in reforming public administration at district and regional levels in Ukraine are displayed
