Subject: government policy in the field of regulation and development of the market for online commerce. Purpose: analysis of approaches to the regulation of the e-commerce market in foreign countries and identification of the main directions for improving the regulation and development of e-commerce in Russia. Methodology: The study was conducted in the framework of an interdisciplinary approach based on the provisions of public policy and information and communication technologies. The methods of theoretical and comparative analysis were used, as well as the method of strategic analysis - SWOT-analysis. Results: various foreign models of state participation in the regulation of online commerce were identified, and based on the analysis, the main directions of state policy in the field of regulation and development of Internet commerce in Russia were identified. Conclusions:A comparative analysis of research in the field ofe-commerce has shown that many works are specialized; they study only certain issues of electronic commerce. There are no comprehensive studies on the participation of the state in the regulation of Internet commerce, a system of methods and instruments for government regulation and development of the e-commerce sector has not been developed. In the world economic practice, a single officially recognized model of regulation and taxation of participants in electronic commerce has not been developed. Also, there was no consensus on the state policy on the regulation of electronic commerce in Russia. The role of e-commerce for the development of the Russian economy and its modernization has not been fully appreciated, and therefore, e-commerce is not designated as a strategically important priority of state policy.At the same time, the main task of the state is to legalize the Russian e-commerce market not for the purpose of obtaining tax revenues as an additional source of budget formation, but with the goal of creating conditions for its accelerated development in this sphere, protecting consumer rights, since electronic commerce acts as a catalyst in the development of other industries economy, stimulates domestic demand, contribute to the solution of socially significant problems. The practical significance of the study lies in the development of a set of recommendations and proposals for pursuing a targeted state policy with a view to developing e-commerce, identifying it as a strategic vector of the country's economic development.
