Classification of urbanized areas for public administration purposes

In today's world, it is important to effectively manage urban areas. Considering this need, taking into account the specifics of urbanized areas, as well as analyzed the existing approaches among scientists, the author's model of their classification for the needs of public administration was proposed. This model takes into account several key criteria that help systematize urbanized areas from the point of view of public management. The classification is based on various aspects of territories, including their form of territorial settlement, planning structure, population density, level of urban development, as well as the functions they perform. Important parameters are also the ecological state, the level of economic and social development, the level of damage and the level of security, which are especially relevant in the conditions of martial law and in the post-war period in order to quickly restore the territories of Ukraine and their further development. The proposed classification model makes it possible to identify the features and characteristics of urban areas. This helps to take these aspects into account when forming public policy, developing development strategies, and making public-management decisions regarding the development of urban areas. The proposed classification criteria, which take into account territorial settlement, population density, the level of urban development and planning structure, can be used to develop comprehensive programs for the development of urban areas or to make effective management decisions. This will contribute to determining the optimal size of such territories within the country and will ensure their balanced and proportional development. Classification by functional purpose, level of social and economic development, as well as ecological condition, will allow creating programs aimed at solving socio-economic and ecological problems of urban areas. Classification features related to the level of damage and the level of security can be used in the creation of programs for the rapid recovery of territories, helping to overcome the consequences of the russian-Ukrainian war in urbanized areas as soon as possible.
