Procedure for the implementation of agricultural policies at the local level with a focus on sustainability. Case study Consolación del Sur municipality

Abstract

As part of the process of updating the Cuban economic model political will to give greater responsibility and authority to local governments to use their local resources is evident, from a rigorous planning of human, economic and financial resources that promote local development. This requires a new public management model that leverages the endogenous and exogenous resources, local actors articulate and integrate national, sectoral and territorial interests, from the implementation of territorial policies. Special emphasis acquires agricultural sector for its impact on the satisfaction of basic needs of the population and the weight that in order to guarantee food security and nutritional topic that has been declared a national security priority. In this sense, the research aimed to inform a process for the implementation of agricultural policies at the local level with a focus on sustainability. This systematized theoretical foundations - methodological management process of agricultural policy at the local level; components of the process for the implementation of agricultural policies were designed and the same as a case study Consolacion del Sur municipality applied. This research responds to "Support the enhancement of endogenous resources linked to the agricultural sector Consolacion del Sur, Los Palacios and San Luis municipalities" National Project. Currently it is generalized in 4 municipalities in the province of Pinar del Río.
