The article analyzes trends in the development of Higher Technology Courses (HTCs) as part of government actions in partnership with international organizations to expand and diversify the country's Professional and Technological Education (PTE) offer. The objective is to explain the impact of these actions on the right to Higher Education. Based on documents from international organizations and the Brazilian government, regulatory legal provisions and statistical data, the analysis supports the thesis that the PTE policy, based on the ideology of entrepreneurship, employability and sustainability, establishes HTCs and thus gives materiality to the Lean and flexible Higher Education whose purpose is to train workers in the necessary socio-emotional skills to make them capable of facing structural unemployment and precarious work conditions with naturalness and resilience.
