In this study, it is aimed to determine the effects of the new public administration approach, which emerged in the 1980s in Turkey and showed its effects with the policies, legal regulations and practices in the 2000s, on the social security and social services offered to women and the delivery of these services. The research was designed as a case study, one of the qualitative research designs, and the working group was determined by the maximum diversity sampling method, and it was carried out with 21 people consisting of senior managers and personnel working in 9 public institutions, consisting of service local administration organization, provincial organizations and local administration organizations in Manisa. The data in the research were collected by in-depth interview method through a semi-structured interview form created by the researchers by scanning the literature on the subject in July-August 2019. The collected data were subjected to thematic analysis and the data in this analysis were analyzed using the MAXQDA program. As a result of the analysis, it was determined that the understanding of governance and services based on gender equality should be developed, while at the same time effective, efficient and citizen-oriented service delivery was carried out.
