Gobernanza de la innovación. Paradojas del caso colombiano

Abstract

This article intends to show a general context of National Science System governance, Technology and Innovation - SNCTI- colombian. This context will allow realizing a diagnosis and improvement proposals in the colombian SNCTI performance. This document is divided in three sections: (I) the Science and Technology policies description developed and developing countries, (II) the institutional context description, in which it is developed to the Science and colombian Technology National System concept and (III) the National Science System innovation governance, Technology and colombian Innovation - SNCTI - and its paradoxes. They delivered at the conclusion that there is a low degree of articulation in SNCTI resulting from the many difficulties that affect its operation, such as the lack of a long-term vision, lack of agreed policies (first and second paradox), the weak support State (third paradox), the deterioration of human capital (fourth paradox) and the lack of economic resources, among others.
