Italy's Emilia-Romagna (E-R) region has been the subject of numerous studies, social capital and industrial structure based on SMEs (flexible production model) in the literature. S. Brusco (1982) has been called as the “Emilian Model” this applied development approach in the Emilia- Romagna. The model is based on factors such as social capital, Communist Party of Italy (PCI), regional management, ERVET Development Agency, industrial and innovation policies. Emilia-Romagna has shown success “miracle” in nature on the basis of these elements in economic development. This success has been involved as “Emilia Miracle” in the literature. The aim of the study is to analyze the Emilian model in terms of its elements. The issue was examined by document analysis techniques of qualitative research methods. As a result of the analysis, it is observed that the Emilian Model was developed based on the socio-economic characteristics of the region and the Regional Innovation System was established on the basis of the elements forming the model.
