Information and Communication Activities of Libraries as a Subject of Strategic Communications in Meeting Public and Public Requests
Abstract
The article presents the definition of strategic communications, a list of information spheres, which is a substantive component of strategic communications in which state policy is implemented. The participation of libraries in social transformation and the protection of human rights and freedoms is emphasized. It helps to promote the consolidation of society, the respect for еuropean values, the integration into the european community, which contributes to improving the quality of life through equal and free access to information, knowledge and cultural heritage of libraries. It also draws attention to the fact that the services provided by libraries help society to unite around the principles of state sovereignty and territorial integrity of the country, inviolability of borders and independence, in turn, it shapes national identity, patriotism, upholding national traditions, development of culture, state development, support for ethnic communities. It is concluded that the library belongs to the strategic communication system and its subject acts as an information support between the state structures and the society, thus creating conditions for social communication and participation of citizens in different state processes. Therefore, one of the priority directions for the development of partnerships between subjects is to establish effective communication between the library community, state structures and local self-government for the sake of common values and to achieve strategic results.
