This article presents a theoretical discussion regarding the evolution of public policies for sustainable development at an international and European level and mainly in Portugal. We conclude that it is necessary to work with all socioeconomic actors involved, namely local governments that have a preponderant role in implementing sustainable strategies. One of the major initiatives taken at the local public sector to promote sustainability is the Local Agenda 21. The degree of implementation of the Local Agenda 21 in the different European countries is diverse and in the case of Portugal there is some delay in this area compared to other surrounding countries.
