The purpose of the article is to identify clear directions and mechanisms for the creation of software manufacturing factories in the Russian Federation. This issue has become especially relevant during the period of sanctions pressure on our country. Accordingly, one of the tasks of the ball is the need to determine which factories (repositories) are available in the Russian Federation (primarily for creating system software as a basic basis for other types of software) and the criteria according to which one or another repository can be classified as technologically independent from foreign repositories and distributions. At the same time, attention is drawn to the fact that the system software product created in this repository should not only have one or another functionality, but also consumer qualities necessary for a huge number of users and developers not only in the Russian Federation, but also in the world. In this article, in our opinion, it was possible to clearly define the need to create repositories in the country not as repositories of certain packages and libraries used for the production of software products, but as a distributed development infrastructure with the ability to build, support, store and verify source code, software packages and libraries located on the territory and in the jurisdiction In the Russian Federation, technologically independent of foreign repositories and distributions. The results of the scientific research should be applied in the preparation of normative legal acts of the Russian Federation defining the principles and criteria for the creation of software products used in the functioning of the critical information infrastructure of the Russian Federation, as well as the information infrastructure of military and public administration.
