Activating the Innovation Activities of Enterprises in Ukraine: Imperatives and Principles of the State Support

On the basis of a comparative analysis of the ranking positions of Ukraine among the world’s advanced countries in the system of indicators of sustainable development, including: Human Development Index (HDI), Global Competitiveness Index (GCI), Global Innovation Index (GII), Legatum Prosperity Index (LPI), it is argued that Ukraine’s entry into the sustainable development trajectory is related to the imperative of achieving the competitiveness of the national economy through activating the innovation activities of enterprises in the context of global development trends. It is defined that the developed countries of the world are characterized by a high level of competitiveness, sustainable socio-economic development, achieved through active innovation efforts. Upon the results of an analysis of the structural elements of the GCI for Ukraine (rating position 83, which is outside the group of developed countries) and in view of the statistics showing low innovation activity of industrial enterprises in Ukraine, the factors that hinder their innovation activities are identified. First of all, they are related to: imperfection of institutions, of innovative infrastructure, of financial and credit system; macroeconomic instability; lack of financial and credit resources to ensure innovation activities, as well as insufficient scientific support. The author formulates the principles of the State support for innovation activity of enterprises, in particular enterprises of the corporate sector of the national economy, which are aimed at eliminating or reducing the impact of these factors and which are sensible to be implemented in the format of a national innovation system.
