Although there are many aspects responsible for the quality of education, teachers are usually considered as the most responsible ones for the low students' achievement. To help the teachers perform professionally, an empowerment program for teachers should be conducted. Based on the analysis on some aspects related to teachers, an empowerment program consisting of two components is developed. The first component, competency empowerment, proposes six ideas, i.e. improve the student recruitment system, improve teachers' reading ability and reading interest, presenting models, focus the training program on teachers' needs, encourage teachers to conduct classroom action research, and develop habit of scientific discussion. The second component, teachers' welfare empowerment, proposes reasonable incentive for teachers
