This article arose from the concern about the (eco)absolutist interpretation of the precautionary principle. Therefore, it sought to deconstruct, critically, through the dialectical method, that principle in the light of the administrative decision making procedure, to ensure that all values (not just environmental ones) are duly considered in the establishment of regulation of any activity potentially harmful to the environment, obtaining then the synthesis of a legally consistent definition of the precautionary principle
