Abstract

The guarantee of the right of appeal in the case of serious administrative penalties is a requirement by art. 2 of Protocol number 7 of the European Convention of Human Rights which constitutes an imperative need for our contentious-administrative order, especially since the recent ruling by the European Court of Human Rights Saquetti Iglesias vs. Spain.
