Consolidação da paz numa perspetiva crítica: O caso de Timor-Leste

Abstract

Starting from the debate on interventionism and in particular discussing the United Nations approach to peacekeeping and peacebuilding, this article adopts a critical approach to actions and reactions, discourse and practice, as well as adopted and applied terminologies, where there is no consensus regarding contents. The article analyses in particular the United Nations intervention in Timor-Leste seeking to identify the main contribution and limits of the organization in the promotion of peace, security and stability in the country. The text concludes that it is necessary to find a balance in the management of these complex intervention processes, starting from the recognition of the contribution that this external presence may give to peace building, though questioning its reach, and suggesting a clearer interface between instruments and practice in rendering mandates operational.
