DEMOCRACIA PARTICIPATIVA, CONSELHOS GESTORES DE POLÍTICAS PÚBLICAS E CONTROLE SOCIAL: orçamentos e recursos públicos no palco deliberativo
Abstract
The article originated from research which objective is to perceive deliberated politics dynamics regarding resources and public budgeting in manager council of public policies, in order to verify its effects in the democratic process. It concludes that there are efforts from MDS directed to "pub lic transparence" however concerning social assistance politics the control is hampered due to the counselors' fragile knowledge towards the use of resources and public budget, and in the matter of politics strategies are not always engaged to the transparence and fulfillment of social rights. One of the biggest challenges to be confronted would be the socialization of this knowledge to the counselors who need them. Concludes that the manager counselors can be as much as a sort of tension control instrument between capitalism and democracy as empowering instances of renewed experiences pointed to institute participative democracy models capable of interact within representative instances empowering the instances of the democratic process.
