A Study on the Legal Issues of the Right to Use the Sea Area in Three Dimensional Stratification

Abstract

Along with the development, utilization, protection, and restoration of marine resources, there are specific issues such as unclear boundaries of usage rights and disputes between sea area users and fishing rights holders. The paper starts from the realization of the right to use sea areas, proposing a shift in the spatial division of sea areas from two-dimensional to three-dimensional. The research results provide a reliable institutional guarantee for the establishment of a layered and three-dimensional mechanism for the use of sea areas, improving the development efficiency and ecological benefits of sea resources and assets, and providing comprehensive development of the marine economy.
