UNIFIED HEAT SUPPLY ORGANIZATIONS AND THEIR ROLE IN THE TRANSITION TO A NEW MODEL OF THE HEAT SUPPLY MARKET IN RUSSIA
Abstract
The heat supply system in Russia is characterized by both low energy efficiency and low economic efficiency. New ways of developing the industry must be found. The Russian Ministry of Energy has developed plans for the transition to a new model of the heat supply market. To implement the new market model, a new version of the Federal Law «On Heat Supply» was adopted in 2017, and in 2018 the new version of the law came into effect. According to the provisions of this law, new entities appear in the industry – unified heat supply organizations (UHSO). In fact, it is this subject in the heat supply system that is responsible for the reliability and quality of services provided to consumers. This article is devoted to the analysis of the role and functions of the UHSO, the processes of implementing changes in practice, as well as the study of the role of UHSO in the transformation of the heat supply market in Russia. Processes for implementing change in practice are also under consideration. Despite the fact that the new version of the law has been in effect since the beginning of 2018, unified heat supply organizations have not yet been determined for all heat supply systems. Purpose. The purpose of the article is to analyze the legal framework to determine the role and functions of the UHSO and their role in the transformation of the heat supply market in Russia, as well as to analyze open sources of information to assess the level of implementation of legislative changes in practice. Methodology. The method of document analysis is the basis of the study. First, an analysis of legal documents was carried out. Second, the analysis of information from open sources (websites of authorities, news portals, mass media, etc.) has been completed. Results. The main provisions were formulated regarding the peculiarities of the activity, the role, functions and responsibilities of the UHSO, as well as the main changes in the heat supply market due to the adjustment of the legislative framework were described. Practical implications. The research results can be used to create an UHSO. They will also be useful to other heat supply organizations.
