MUDANÇAS NAS POLÍTICAS PÚBLICAS: a perspectiva do ciclo de política

The objective of this article is to present the approaches applied to understand the decision making process within the public policies context, specifically how they are formulated by the State and how the responsibilities to implement policies are defined at different governmental levels. With this in mind, different approaches were revised and analyzed, mapping the ways this subject has been treated in the qualified literature, mainly, considering their theory and methodology. To understand the moment of the public policy agenda construction, and more specifically, the governmental decision making process, the model elaborated by Kingdon (1984) was adopted in order to comprehend the elements that comprise this process, that is, the proper identification of the real social actors and the negotiation processes around the problem and alternatives of solutions. Finally, some considerations are presented about the adequacy of this theoretical model, emphasizing its ́ utility, the limits of theoretical references adopted in the empirical analysis in this area and the need of a dialogue between the theory of the public policy cycle and other theoretical perspectives that contribute to enhance and enrich the analyzed model.
