Kulturowy aspekt sekurytyzacji granic

Abstract

Sealing, enhancing security, securitization of the state border is a strategic and undisputed task at the level of system analysis. However, the inclusion of the cultural factor problematizes the issue, especially in the case of borders drawn in an arbitrary and repressive manner against the local population. An example of the apt integration of the cultural factor into the framework of strategic analysis is provided by the 2020 National Security Strategy of the Republic of Poland. In particular, attention is paid to the belt of dense Polish settlement, from Podlachia to the vicinity of Dyneburg on the Dvina River in Latvian Latgale, through the middle of which the eastern border of the European Union now runs. Pointing to the necessity of adopting a definition of the nation as a cultural community, the author draws attention to the actions of state authorities, which seem to be starting from the idea of the etatistically understood socalled neo-nationalism.
