Modern Libraries as Socio-Communicative Institutions in the Context of the Reform of Decentralization of Power

The article highlights libraries role in improvement of distant forms of access to information resources with regard to decentralization of power in Ukraine. Filling the channels of communication with multidimensional information, the library performs a socializing function in Ukrainian society. The research issue concerns with generalization of modern libraries’ experience that implements informational and analytical projects to study information flows, filling social communications with information on the issues of decentralization of power reform in Ukraine; introducing new approaches to the development of library and information activities related to the creation and functioning hromada’s communicative information platforms in libraries, socio-cultural centers for the formation of their information and cultural potential. They actively participate in corporate projects or independently implement their practice innovative approaches to the introduction into the public circulation of reliable, objective, unbiased information on the current state of decentralization reform, its stages, the creation of hromadas, their territorial structure, financial, investment, demographic, and other resource potential. Highlighted the modern information and analytical projects concerning the research of the v reform processes on the basis of monitoring of information flows, processing of information arrays, the formation of consolidated arrays of systematized, structured information reflecting the legislative activity of state authorities, the results of administrative-territorial reform, unifying processes of hromadas, the creation of the starosta’s districts, sectoral decentralization, changes in the educational sphere, health care, etc.
