On prospects of migratory policy concept implementation of the Russian federation in Siberia and Far East

Abstract

It is noted that one of actual problems of social and economic development of Russia now is the demographic problem which is expressed in continuous population decline for more than two decades, both in the country as a whole and in its certain regions. The aim of the study is to identify the reasons of population decline in regions of Eastern Siberia and the Far East to Russia and to assess the prospect of overcoming the demographic crisis in these regions in connection with the measures designated in "Concepts of the state migratory policy of Russia till 2025". Methods: The author has analyzed the "Concept of migratory policy of Russia till 2025", accepted in 2012, concerning the demographic situation change in regions of Eastern Siberia and the Far East Russia by means of changing migratory streams both within the country, and involvement of migrants out of borders of Russia; the comparative analysis of the results of population censuses in Russia, carried out in 2002 and in 2010 is carried out. Results: The author makes a conclusion that it is necessary to plan complex projects of development aiming to improve the quality of life of the Russian citizens living in the Far East and in Eastern Siberia. Such projects implementation is capable of developing preconditions for ensuring migration attractiveness of the region.
