A simulation model of a packet switching satellite network based on a satellite constellation with different orbit heights is presented. The model is meant for analysis of load and data routing at the initial stages of designing of a satellite constellation. Topology of the network and the load in its nodes are modeled. The notion of load of a node is introduced for modeling. This notion is based on division of the node store on an accepted number of levels. The state of a node is determined by the number of filled levels of the store. The change of the load of a node store is modeled as a process of reproduction and dying out caused by the exchange of load with the surface users of the system and the transit load flow through the node
