Being an institution that was adopted following the French administrative model, the institution of the prefect represented during its existence a means for the central government to impose its policies at local level and at the same time to exert a certain level of control on local authorities. This article is an attempt to analyze the evolution of the institution especially between the years 1923-1938, with a brief survey on the period before the First World War. A major challenge that was facing Romanian society, political class and administration was the unification of the three different types of administration that resulted in the country following the First World War: the one existing in the Old Kingdom, the one existing in Transylvania and the one existing in Basarabia. After the Law for administrative unification (1925), the legislation related to the Romanian administrative system changed very often and so does the power that was given to the prefects.
