The Innovative Development Path and Countermeasures of Jiangsu's Offshore Wind Power Industry Under the New Dual-cycle Development Pattern

Abstract

Global warming has triggered a series of environmental problems. Under the dual-cycle development pattern, the demand for clean and low-carbon energy consumption, including offshore wind power, has been effectively stimulated. To vigorously develop offshore wind power for Jiangsu, not only can it complete the development tasks under the new situation, it can also drive the country to promote the industrial revolution and achieve a comprehensive upgrade of the energy consumption structure. Jiangsu Province has abundant offshore wind energy resources and a good offshore wind power industry foundation. However, there are still many constraints and problems in the Jiangsu offshore wind power industry. This paper analyzed the key issues that existed in the offshore wind power industry in Jiangsu Province, including the management mechanism to be established and the top level planning to be promoted, cost control to be paid urgent attention, "three chains" construction to be strengthened, cluster networks to be cultivated, platform functions to be improved, subsidy policies to be improved, financial systems to be established, and business environments to be optimized. Based on advanced development experience at home and abroad, combined with the actual situation in Jiangsu, the innovative development path and countermeasures of Jiangsu's offshore wind power industry had been analyzed and combed.
