La construction d’un parc industriel dans l’arrière-pays rural d’Haïti. Quelques observations sur le partenariat État-société et les capacités de l’État
Abstract
This is a case study of a particular development project, the Caracol industrial park in Northern Haiti. Based on fieldwork undertaken there, it examines how the many pieces of the puzzle that it took to put it together were assembled. The Haitian government, USAID and a Korean textile manufacturer, Sae-A Trading , all took part in it, in a project that is now up and running. In the context of chronic dependence on international forces, which have hollowed out notions of sovereignty, self-determination and state capacity, the article explores the manner in which the Haitian government was able to bring the project to fruition. Particular attention is paid to interactions with the local community and their response.
