Political and especially economic blocs of power and internal trends of individual states towards welfare have drastically changed international politics. The destructive power of nuclear weapons cannot be ignored, while the other pole namely the vulnerability of states to insurgency/ subversion is equally prominent and threatening. Characteristic of modern times is, inter alia, the participation of more actors in world politics. The overwhelming influence of the three non- European states, namely the U.S.A., U.S.S.R. and Red China, plays an equally important role in the concept of strategy for the rest of the world community. Against this background and in the light of the Conceptional background, the present-day usefulness of military force, as an instrument of total strategy, is critically examined.1
