The text analyzes the Municipal Education Development Annual Plan, a central instrument of local planning of public education, which for twenty-five years has operated, identifying its strengths and weaknesses, and raising proposals for its improvement. The work is based on a documentary review and interviews with those responsible for leading this process in the communes. Considering the complexity of the issue in the fragile scenario of public education, it is concluded that it must be replaced by a mechanism that synchronizes with the educational processes and relevance to public education and management visions in this field.
