Digital management in the context of self-regulation of society: Prospects and ways of development
Abstract
Up to date, the use of digital regulation tools is determined by the achievements of the technological revolution and innovations widespread in the field of regulation. However, the process of social self-regulation involves direct interaction between society and the state, excluding total control and blind management. It is important to note that the self-organization of society does not imply the abandonment of modern methods of digital regulation, and therefore, the purpose of this study is to identify the most flexible and effective tools of digital management aimed at coordinating the activities of the state and society. The combination of analytical, sociological and information and communication methods allows us to talk about the interdisciplinary of digital management issues; the use of modelling and organizational planning approaches makes it possible to predict possible prospects for the dissemination of research results; the inclusion of ethical principles in the methodology of scientific research implies taking into account moral issues in the system of technological. The analysis of the system of social self-regulation leads us to the conclusion that the use of a number of technological tools (initiative budgets, adaptive service, block chain, the Internet of things, AI action algorithms) confirms its effectiveness only in the context of the implementation of a human-machine” approach. The hybrid collective management system takes into account the ethical value of society and the individual preferences of the population, is based on the individual and collective choices of society and the personal interests of the population, which can secure the confidence of data and ensure the direct participation of society in the management process.
