Located in the occupied Palestinian territories, Nablus is now the second largest city in the West Bank after Hebron. Its heritage, mainly concentrated in its old town, testifies to its long history dating back to Roman antiquity and to the many influences (Mamluk, Ottoman...) that have shaped it. But, while the old city of Hebron has just been listed on the World Heritage List, the heritage process is struggling to succeed in Nablus. After analysing what constitutes heritage and what are the levers of heritage enhancement in the context of the Israeli occupation, this paper deciphers the obstacles that hinder this process: the land pressure that puts urban areas with heritage potential in competition with building land, the lack of public authorities' resources, insufficiently advanced protection regulation and political priorities that put heritage in the background.
