The article analyzes the main characteristics of basic research. Emphasis is placed on the peculiarities of their implementation in law-making practice. The activity of the Verkhovna Rada of Ukraine of the 9th convocation, quantitative and qualitative indicators of legislative work aroused special interest. The importance of the feminist movement for optimizing the rights and interests of women is emphasized. Forms of manifestation of feminism are studied. The purpose of the article is to study the methodology of improving the rights and interests of women, as well as the implementation of the results of basic research on this issue in the practice of state-building processes. The tasks are: to determine the importance of women’s rights for modern society and the state; analysis of the essence of scientific research; clarification of the introduction of scientific research into the legislation of Ukraine. The research methodology is epistemological and ontological approaches to the subject of analysis. The scientific novelty is due to the subject of research and provides that: 1) the doctrine of women’s rights in modern society and the state has received further scientific development; 2) improved theoretical material on the essence of basic research and the procedure for its implementation; 3) attention is focused on the analysis of the effectiveness of the Verkhovna Rada of Ukraine for the last years of its work (based on the indicators of introduced bills and draft resolutions and the number of adopted ones); 4) the necessity and possibility of influencing the law-making activity of the public authorities by the feminist movement are emphasized. Conclusions. The long-term practice of interaction of academic staff with public authorities confirms that the development of new scientific ideas should be brought to the stage of introducing legal acts into state bodies. Undoubtedly, scientists are also involved in improving the current legislation. They are involved in the implementation of ideas only when the practical significance of research in a particular field has been identified. Connection on a permanent basis of universities and other scientific community is still at the level of theoretical justification and search. Women’s rights are a huge layer of the problem that can be solved partly by the feminist movement.
