The author explores the question of the theory of people's democracy, democratic theory involved its theoretical basis, consultative or deliberative democracy theory of concept (Deliberative Democracy) on the basis of different views.PurposeThe aim of this study is to review the existing theories of parliamentarism and its competitive advantages.MethodologyThe main methodological basis of the article is historical and dialectical methods. Such methods as normative interpretation, historical and textual, comparative and the method of ascent from the particular to the general analysis are widely used too.ResultsThe study leads to the realization that the system can be called stable only if under the influence of various external and internal factors, it remains functionally active and functionally capable.Practical implicationsThis study allows the making of several steps in the sphere of action of political ideas and organizations.
