Comunicação, informação e participação popular nos Conselhos de Saúde Communication, information and popular participation in Health Councils

Abstract

Este trabalho discute a participação popular nos conselhos de saúde e o papel da comunicação e da informação nesse processo procurando entender de que maneira diferentes atores sociais ali presentes agem e interagem com o objetivo de deliberar, fiscalizar e interferir no funcionamento do Sistema Único de Saúde. A nossa hipótese é a de que as relações sociais assimétricas ali presentes determinam os alcances e os limites comunicacionais e informacionais dificultando a participação popular e, simultaneamente, o exercício do controle público.This paper aims to discuss the popular participation in health concils and the role of communication and information in this process. Hence, it is able to understand the different sorts of ways that the social actors, which are presented there, act and interact with the objective of deliberate, inspect and interfere in the operation of Sistema Único de Saúde. The hypothesis is that the asymmetric social relationships, which are presented there, determine the reach and the communicational and informational limits, defining and making the popular participation difficult, and, simultaneously, the exercise of public control.
