Mobile Historical and Cultural Heritage: an Innovative Service for Libraries in Ukraine

The article analyzes the possibilities of using tools and functionality of mobile technologies to expand access to valuable historical and cultural resources with the aim of popularizing them among a wide range of users. In order to generalize and systematize library practices in creating and using mobile applications, they were analyzed according to the following criteria: by the authorship of the development (library, commercial, collaborative); according to the purpose of the project (research, popular science, educational); and also according to the characteristics of content and functionality. The analyzed applications can be used both for research or educational, and for popular science purposes. Taking into account that such services provide access to digital collections of documented historical and cultural heritage of the national level (documents full-text digital copies), we can consider possibility to use them for research purposes. Taking into account today educational trends and realities - remoteness, personalization, gamification, interactivity of educational resources, virtualization of the educational process - the mobile service opens up wide opportunities for assimilation of knowledge. The use of mobile applications remains relevant in the process of self-education as an important factor in obtaining and replenishing the stock of knowledge, individual self-improvement in professional and non-professional spheres. For research and popular purposes, the use of the applications which are examined, opens another way to popularize the most valuable national information resources of the historical and cultural heritage and can contribute to the users involvement in active participation in the national cultural discourse. As evidenced by the research, separate mobile applications which currently being created, are dedicated to: document collections of library historical and cultural funds; an outstanding personality whose activity and creative work are important in terms of identity; artifact (or written work) that has the meaning of a national symbol. We observe two trends in the development of mobile services. The first trend assumes the operation of a mobile library, which provides mobile access to a wide range of services and resources (it can be either a mobile version of the library website with all available functionality, or a specially created mobile application). The second trend involves providing access using mobile technologies to particularly valuable national historical and cultural collections, both thematic and personal (author, text).
