Abstract

The second Khalifa Rashid Häzrat Umer Farooq's services for Islam and the muslims are immense. He remained calif of the Islamic state for more than ten years. During his tenure as calif Hazrat Umer (RA) expanded the rule of Islam because of his extraordinary vision and intelligence and took bold decisions in contemporary realities in the light of the pure Islamic spirit. His concentration were specially in the fields of system of education and the propagation of Quran and the tradition of the Holy Prophet S.A.W.W, using modern methods of his time. He was specifically known in the history for keeping a vigil on the conditions of the common citizens. For this purpose he invented a system of appointing persons specially reporting to the Ameer about the genuine conditions of the people and behavior of the government functionary. He used the institution of Masjid, Mehrab and member for getting information about the peoples conditions beside namaz and religious services. Thus he poineered the art of Public Relations in the society.Hazrat Umer's tenure is also known in the history for victories of Islamic forces and expansion of Islamic rule. He infact used war and Qital only to propagate the teachings of Islam and bringing the unbelievers into the fold of Islam. The paper sheds light on the dynamism of the leadership of Hazrat Umer Farooq in the light of reliable sources of history specially in educating the Ummah and propagation of the message of Allah Almighty.
