Inclusion of Foods from Family Farming in the PNAE: Analysis of Challenges and Possibilities through a Problematizing Tool

The mandatory use of at least 30% of federal resources from the National School Feeding Program (PNAE) to purchase food from family farming was one of the achievements by law from 2009, but this percentage still it is not the reality of many Brazilian municipalities, especially in the North Region. This study aims to describe the experience of applying an active methodology for surveying the main challenges and possibilities for the insertion of family farming products in school meals in municipalities of the Marajó Archipelago in Pará, from the perspective of the social actors involved in the PNAE . Cross-sectional, descriptive study, carried out from regional workshops with PNAE actors from 15 marajoara municipalities in 2018. The active methodology called “Tree of Problems” was used, which was adapted from the Participatory Rural Diagnosis. The main difficulties raised were: lack of articulation between the actors, lack of action by municipal management, social disorganization of family farmers, difficulty in issuing documents, lack of knowledge of the PNAE and the precariousness of local infrastructure, on the other hand, as alternatives for these obstacles, the importance of institutional articulation, intersectoriality, understanding of the difficulties of logistics and infrastructure in Marajó were raised.
