Hume’s legitimation of government is explored, as well as the arguments he gives to make room for civil resistance, without thereby asserting a right to resistance. To this end he distinguishes between natural obligation —or obligation of interest— and moral obligation —supported by moral sentiment. Thanks to this distinction he is in a position to distinguish normality and exception, and characterize the sort of situation which could back up actions of civil resistance.
