Study on Evaluation Index System of Modern Marine City

The construction of modern marine cities is an important measure to optimize the layout of marine economy and create new heights in marine economy development during the “14th Five-Year Plan” period. Based on the discussion of the connotation and characteristics of modern marine city, an index system for modern marine city is constructed. Taking seven coastal cities as examples, this paper comprehensively evaluates the modern marine city construction level, and analyzes coupling coordinated degree of the sub-systems of modern marine city. The results show that: (1) The development level of the seven cities is basically consistent with the gradient division of modern marine cities during the “14th Five-Year Plan”. Shanghai, Qingdao and Shenzhen rank in the top three, but the comprehensive strength difference among cities is great; (2) From the six sub-system evaluations, Shanghai ranks first in marine innovation, marine economy and marine opening, Qingdao in marine culture, Dalian in marine ecology, and Xiamen in marine governance. The advantages and disadvantages of each city are prominent. (3) The degree of coupling coordination among the seven coastal cities is significantly different. The coordination level of Qingdao and Shanghai is above level 7, while that of Shenzhen, Xiamen and Tianjin is at level 6. Dalian and Ningbo are both at Level 4. (4) The index system can better reflect the comprehensive development level of modern marine city, and has guiding significance to promote the construction of modern marine cities.
