Massive displacement of Serbs and Montenegrins from Kosovo and Metohija was publically talked about at parties' fora, and afterwards at press pages after demonstrations and attempt of munity of the Albanians in Kosovo in the spring 1981. Debate on the determination of causes of displacement was taken place under the influence of political clash between the leadership of SR of Serbia and SAP of Kosovo. Serbian leadership used the crisis in Kosovo and duration of displacement as the evidence that it should reconsiderate relationships determined by the constitution between provinces and republic. The leadership of SAP of Kosovo opposed it severely. Due to the political problem on the cease of emigration it did not do a lot until the federal party's and state leadership have been included in problem solving in the spring 1986. After the escalation of the condition in the province, and the possibility of the events to be out of control threatening, federal leadership concluded that the displacement of Serbs and Montenegrins from Kosovo had been the hardest problem of Yugoslavia. It was decided that at federal level should be passed a comprehensive programme for the cease of displacement and the enable of the displaced per-sons return. Yugoslav programme was profuse and detailed document with a series of elaborated measurements, clearly evidenced to the bodies which should have implemented them including the terms to do that. Nevertheless, the range of the programme was not great since it had been passed too late. In the conditions of the growing interethnic tensions and political disputes the programme could not give significant results.
