Formation creativity in public service system in Ukraine: problems and prospects of development

The article provides justification for the need of introduction of creativity in the system of public service in its relationship to increase the efficiency of public administration in Ukraine. The basic concept, theoretical and methodological approaches to the definition of creativity are presented. Attention is paid to different aspects of the identification and development of creative potential of the public service. The relationship between creativity of public servants and the creation of an appropriate institutional environment in which important role is the creative manager also defined. Under these conditions, creativity gradually penetrates into the thinking and behavior of a new generation of servants, becomes an integrative part of their qualities, promotes professional creativity. The attention is paid to the need to bring public service and technology of professional activities of public servants in line with European standards and those that meet the new global challenges. Ensuring this transition, according to the author, is possible only by using innovations based on creative and artistic approaches. The main criterion of these approaches is continuous improvement in the management of intellectual systems. The basic concept of creativity presented, where it acts as a potential ability and opportunity around the institutional framework for public service to make such creative acts that lead to a change of management situation and the formation of new space in such administrative actions with administrative effect. With the main conclusion the author believes that the introduction of creativeness of public service acts as an innovative factor to accelerate implementation of the reform of public administration, and will contribute to the improvement of mechanisms of public service staffing and creates conditions for raising the prestige of public service in Ukraine.
